Public domain can have different meanings. I suspect most of this information is already in the public domain, in the security sense. The problem for OSM tends to be database copyrights, and in the UK it is impossible for anyone to put something in the public domain in terms of the database copyrights.
I suspect that railway enthusiasts have put together pretty accurate information from various sources.
I understand your security concerns, but the release of the accurate route alignments is no different to what is already easily mappable for National Rail services.
I doubt that security is a major concern, although they make work on the normal commercial security basis that you don't release information you don't need to release. I suspect the information is already available to those with the resources to physically attack the network. You don't need the precise physical routing of the network to attack it, only a single point.
If anything, they keep things secret because they may be able to monetize the information.
A majority of users of accurate route data would want either want to use it for improving navigation and accessibility, or build rail
You don't need that level of detail to do any of these. Between stations, you only really need travel times. Within stations the equivalent straight line length and number of steps is probably all you need.
simulator routes to recreate historical eras.
Network history is more the realm of the railway enthusiast. I suspect a lot of that information has already escaped into the public domain.
