The OS OpenMap Local is also available as a raster version.
It appears to be an equivalent scale to OS StreetView, and has the same
sort of details. So it is more or less a replacement.
You can download it as GeoTiff format, then load them into JOSM with the
ImportImage plugin. But it seems that can only load 1 GeoTiff (5*5km
square) at a time, maybe not very useful?
