That doesn't mean that photographs cannot be taken; just that if they ask a photographer to stop or leave, they should do so. (And good luck to them spotting, let alone stopping, everyone who takes a pic with their mobile phone.) Nor can they stop people taking pictures from adjacent public spaces, such as the highway.
