Target market for that document is people who are volunteering for
NGOs, so it does make sense there. Whether it's the best place to
start for a more general introduction is exactly the question that Jez
is asking, I think :)
Your points could be correct, but that Jez is questioning the site,
reinforces mine. Search for 'learn openstreetmap' and it is top of the
list. Nowhere on it's front page does it indicate it's aiming at a
certain level of 'newbie'.
