I assume it gets it from the map, in which case it gets updated when mappers update it, which, for many places means that they have never been provided.

The problem with postcodes is that they are owned by Royal Mail, who consider them a valuable piece of intellectual property. Post codes get entered into OSM based on post code centroid information that is release through OS with a suitable sub-licence. As the result of extracting post codes from signs on building, and similar sources, and as a result of taking them from certain database with an open licence, where the postcodes were contributed by the operators of the premises, in particular, the Food Standards Agency's Food Hygiene Rating System database.

As such, it is very difficult to get reliable post codes for domestic premises, as it would basically require a house to house survey.
