Manchester certainly sounds a good choice. As for venues I would suggest The Manchester Escalator (open working space) on Deansgate, walkable from the stations.
I attended a Manchester Open Data Group meeting there, on behalf of OSM, a couple of years ago and think it is a suitable venue with lots of options and we can no doubt get advice fro the open data people.
