[Talk-GB] Local Government Boundary Commission for England license?

Hi

I've received some proposed boundary data from Local Government Boundary 
Commission for England (No, I am *not* going to add it to OSM)

There was no information concerning the license & I can't see it on 
their website. Anyone had dealings with them & know which is used?
