I am pondering a similar but simpler question. I would like to add a table listing each authority at https://wiki.openstreetmap.org/wiki/Key:prow_ref describing the conventions used. With a subpage if there is a lot of info such as Toby's list for Lancashire
I have added the first prow_ref for Bromley (outer london and not OGL).
