It is closed for repairs, so maybe highway=construction construction=primary would be better?
It seems that it will be more likely to be caught if forgotten, really old highway=construction is far more suspicious that old access=no. Old highway=construction would be caught for example by StreetComplete. There is also https://wiki.openstreetmap.org/wiki/Key:opening_date <https://wiki.openstreetmap.org/wiki/Key:opening_date> that allows to specify opening date - what makes possible to run query detecting objects that are supposed to be open now.
