I tend to agree in terms of consistency. Looking at the results for
https://taginfo.openstreetmap.org/search?q=usrn - the key 'ref:usrn'
dominates so to me makes sense to use 'key:uprn'. Searching on UPRN
reveals the lack of clarity.
