I think you are assuming the typical OSM user is the man in the street. My impression is that the heavy users are actually academic and professional, for whom planning type issues may actually be very important.
OSM isn't trying to be a retail directory, and the very patchy nature of its coverage for initial addition and updates, means it will not be a good one, except in small areas, in the foreseeable future.
