I don't think phone=999 is necessary. Potentially adding the operators phone number would be more useful as people could report issues or vandalism. I think defibrillator:location is an important tag, having the location context can be more useful than coordinates in some cases. I typically write something like "On the outside wall of X opposite/near Y".
