At a glance it looks quite biased towards shop=photo :

Photos seem to be the main emphasis on their website too. Do the shops
reflect that in person?

I'm not sure I agree that shop=camera implies the same thing as photo. I
would expect shop=camera to mostly sell cameras (and bits of cameras)
rather than deal with the things that cameras record.
