It's a BOAT on Flintshire's public PRoW map. Search for reference 401/40A/10 at https://rightsofway.flintshire.gov.uk/standardmap.aspx (there doesn't seem to be a way to deep link directly to a route).

So BOAT is the right tag, and the access tags are currently correct. But that obviously shouldn't be in the name. And local mappers are best placed to tag it for surface type and smoothness :-)
