I've updated Sawston to the lastest Boundary-Line. It needed it! The old
data was from around 2018. The new data has a much higher node count and
seems to fit better with other data.
It looks like the surrounding parishes could do with similar treatment. I
have put that on my to-do list for the near future.
I noticed you had recently added a "townhall" area (closed polygon) to this
admin boundary relation. I have removed it again, as a boundary relation is
expected to have the geometric semantics of a multipolygon, with one or
more "outer" polygons each with zero or more "inner" polygons. The town
hall polygon doesn't fit in that model and may well confuse data consumers
or trigger errors. However I understand the added value of linking the
council offices to the geometry of their area; maybe a node on the building
could be added to the relation? The boundary relation primarily represents
the area, which is defined by law. A council is formed to have jurisdiction
over an area, but is fundamentally a different concept. The relationship
between areas and their councils is far from 1:1 - some areas don't have
councils (all Parish Meetings plus Berkshire for example which legally
still exists as a county), some areas can be shared ("Lands Common" shared
between parishes) and some groups of areas share a council (Joint Parish
Councils, AKA Grouped Parishes). In OSM we have at the moment all the areas
as admin boundaries, which are (often) linked to the respective councils by
tags containing the council names. IMHO the polygon of the town hall is not
related to the geometry of the boundary, but to the council.
