The rules for tracing rivers when we encounter island are not clear to me.

It seems from documentation of the tag waterway=riverbank (wiki tag:waterway)) 
that there should be only one way, and that a relation should take care of this 
situation.

Also, we can merge ways only when both nodes are end points.

But I see rivers where two ways have been traced around islands,

For Example, Les Trois Rivières, way=49375347 have few segments around islands 
wich are not merged. Should these segments be considered as duplicates.  
Otherwise, how should they be treated.
