One thing I might do which would take relatively little effort would be look for Irish institutions and placenames in the reverse DNS of the client IP - so if someone connects from one of the colleges it'll zoom in on their campus, if someone connects from an Eircom DSL or broadband IP it'll zoom in on the nearest large town, etc. Thoughts?
