I think the subjective element is overstated. I also think that the
known subdivisions of local roads by importance can help us:

My suggestion is that we reproduce the details of the 3 types of local
road and suggest that the Local Primary and Local Tertiary roads be
tagged as tertiary and unclassified respectively. For the local
secondaries we could suggest one of two approaches:

1. Pick either tertiary or unclassified. Drawback is that I'm guessing
we have insufficient information to help us judge now which to
suggest.

2. Fall back to "mapper's choice" based on significance for through traffic.

My stab at some text to describe this:

All Irish roads not already classified as motorway, National road or
Regional road are local roads. These roads are being progressively
numbered according to the following scheme:

L1000-L4999: Local Primary roads. In OSM we should tag these as highway=tertiary
L5000-L8999: Local Secondary roads. We have insufficient information
to make a firm tagging recommendation, so, for now, the mapper should
choose between tertiary (used where the road has significance for
through-traffic or is of a noticeably better standard than other roads
nearby) and unclassified.
L9000 upwards: Local Tertiary roads. Tag these as highway=unclassified.

If we reach the conclusion that the middle category of local roads can
be tagged consistently with one of the options given we can easily use
a bot to update road tags based on number. This approach (or a bot to
report discrepancies) is something we might already consider for the
other road grades. My wiki sanity check already does this, but I've so
far failed to get it automated so it's always out of date.
