Hi folks,

Earlier we were trying to figure out whether roads were local primary,
local secondary or local tertiary. A Wikipedia page here:
        http://en.wikipedia.org/wiki/Local_roads_in_Ireland
suggests they are numbered in ranges.

However, I found this file from Laois County Council:
        http://www.laois.ie/media/Media,3353,en.pdf

On pages 24–26 there are a list of roads and whether they're LP, LS or
LT, and it looks like there's no numbering pattern at all. E.g.:
        LT2696
        LP2778
        LS6310
        LP6695
        LS6698

Since signs only seem to say "L", and in the absence of official
sources, it looks like the division between "highway=tertiary" and
"highway=unclassified" remains based on the apparent quality and
importance of the road as judged by the mapper on the ground.
