In a lot of ways, the success of imports such as Corine comes down to proper tool support. If the tools make it a pain to work with such data, mappers will be scared away or will keep breaking stuff by accident. But if our tools keep improving as we import more and more data, things will change - but will not necessarily become harder.
I think we have some nice ideas floating around on IRC for how complex land uses can eventually be made very easy to edit.
