1. In the Republic, councils have already changed on June 2014. 
http://www.environ.ie/en/LocalGovernment/LocalGovernmentReform/ 
* Tipperary North and Tipperary South councils merged as Tipperary County 
Council. Tipperary North and Tipperary South merged as Tipperary County. 
* Limerick City and Limerick County councils formed Limerick City and County 
Council. The city and county however remain.
* Waterford City and Waterford County councils formed Waterford City and County 
Council. The city and county however remain.
* All town and borough councils were abolished. Kilkenny still gets to call 
itself a city.
* There is a new layer of local government in municipal districts, which will 
carry out city / county functions on a local basis.  

How does this affect OSM? More than one might think. It might be useful to 
re-examine all the levels in use to  facilitate both historic (still used for 
land ownership and addresses) and current uses (local government)

2. In Northern Ireland, the district councils were due for replacement with 
larger council areas, but I don't know where that currently stands.

3. The Fermanagh and Ulster boundaries are still broken. :(
