Hi, 
There is a tiny part of Waterford that is north of the Suir, around the train 
station. It's about 2km long, but only a few hundred metres wide. Before the 
19th century, this was part of Kilkenny and therefore in Leinster. Since the 
19th century, it has been part of Waterford and therefore Leinster. The 
boundary is marked by the dark blue line here:

seems to be a composite of two separate maps, each on a different projection, 
hence, some features are shown twice. If we want to claim that it is part of 
Leinster, if I'm correct then we would have to merge county Wicklow back into 
county Dublin as that was a concurrent change. :) Similar changes were made to 
county boundaries at Drogheda, Carlow town, New Ross, Athlone, Clonmel and 
possibly elsewhere.
