"Is it just me or are the majority of the locations off ?" - this may be down 
to OSi rounding off their entries. You will see a similar issue with the GNS 
Dataset (place names database), where locations are slightly off.


Not all border crossing points are mapped on OSM, e.g. here: 
https://www.openstreetmap.org/node/3396855098#map=17/54.09668/-6.36192 there 
are 4 crossings within 150 metres, but only one is mapped.


Note that railway=border (1 location) and power=border (3 locations mapped, but 
possibly many power=minor_line are unmapped) are also mapped. description=*, 
fixme=*, note=* and other tags also carry the word "border", e.g. 
https://www.openstreetmap.org/node/1448878232
