My way would be to keep it as simple as possible and as logical as possible in both tagging and structure.
Therefore amenity = pub pub = irish or potentially even pub:theme = irish As for the obvious question "but does that apply to pubs in Ireland", my answer would be to look at French cuisine restaurants in France, Chinese restaurants in China, etc and see what's been done there.
