The agreement in place is that OpenStreetMap contributors in Northern Ireland can be a member of OSM IE, OSM UK or both or none. I would suggest creating a config specifically for Northern Ireland that includes both UK and (island of) Ireland resources.
Not sure if it's easy to define the resources once and include them were relevant or if each config would need to be updated if there are future changes.
