(answering my own question) - yes
There was a DWG report about this user last night. I'm currently
reverting their problematic changes from
https://www.openstreetmap.org/changeset/87226621 onwards. Some have
already been done, so there'll need to be a bit of a post-revert tidy
afterwards. If there are any further questions about I'll ask.
