place=locality landuse=residential (if applicable) name=Sector xx Though the Map Feature page [http://wiki.openstreetmap.org/index.php/Map_Features#Places] wrongly describes it for unpopulated place (needs to be edited), but the tag page [http://wiki.openstreetmap.org/index.php/Tag:place=locality] gives correct details.
