I don't think its possible in potlatch, however you can use JOSM. In JOSM download the area you want work with , select the option to download as new layer for both data and GPX tracks.. Now open your GPX tracks from local file and use the hide layer feature.
Regarding the criss cross lines, I believe its not done on purpose. I have seen that sometimes when you load a gpx file with multiple tracks, the import process connects the end of tracks to each other. Its happened to the trace I have uploaded as can be seen here. http://www.openstreetmap.org/user/dockers/traces/316025. The file on my local machine when viewed thru any of the GPX software doesn't have these straight lines.
