Like it was mentioned before, it musch more easier to achieve layering by superimposing a series of transparent png's. if all the name labels are rendered on separate transparent tiles, it can be overlayed onto the map according to the user's language. Regarding how the language should be switched, a dynamic option works best, rather than seperate sites.
