Hi, as a cyclist, I am in fact I am not a frequent bus stop mapper. But just comparing the few bus stops that I know shows that the Strætó coordinates seem to be more acurate than the OSM ones. Therefore, I opt for option 1 (incl. keeping the more detailed OSM data for Hlemmur).
