My personal experience is that ISTAT data are very bad.
In my region (Friuli Venezia Giulia, north eastern Italy) i noticed
errors bigger than 100 meters.
You can find in borders imported from ISTAT data the the tag
source="Based on ISTAT data - 2001 Italian Census".
If you got better data just edit the border.

The current border data in Italy was almost completely imported by
Simone Cortesi from the Italian agency of statistics (ISTAT).

in the meantime this data was corrected and improved where better data
was available. According to the wiki article above, the current data
at import time was based on maps 1:5000 (in builtup areas) and 1:25000
(for the rest).
