Hello, I do have some experience as I was one of the person behind the France Corine Land Cover Import. One tool that the community has used to import polygons manually has been http://clc.openstreetmap.fr I think indeed that based on the data we need to think on how to handle with the community (I strongly believe in using the community and not doing fire and forget imports).
