Yes interesting topic. In my research on this for the OSM page, I found that its subjective to include the City in the name, usually it makes sense to include it for places where there is a province or municipality of the same name. technically speaking the official name is 'Lungsod ng ....Manila etc' which should translate to City of.... So yes including City in the Name is the right way to do it, but its not necessary in regular real life applications.
