How is this relevant? Maning's automated and almost-daily process of creating the osmphil Garmin maps gets the Philippine data from Geofabrik's servers. This is the reason why your edits may take around 2 days to make it on the latest Garmin map. Your edits for the day will be compiled into the daily planet and diff files on planet.openstreetmap.org which takes some time. And then the diff file will be downloaded to Geofabrik and then take around 6 hours before the Philippine extract will be made.
