OSGeo is an umbrella organization of many free and open source geospatial software (i. e. QGIS, GRASS, Mapserver, etc.) [0]. This is not an elite community and participation is open to everyone. For a simple analogy I look at it as:
OSM = open geo data OSGEO = open geo software We are also organizing local chapters (like osm-ph) to help spread the use of OSGEO software. The group is very young and will take form depending on how the group wants it to be [1]. I am sharing the meetup invitation here because in many osgeo local communities, osm is an important project for them. As for your question on the target profile, I actually don't know. I'm still discovering who in the PH is using osgeo software. I use many osgeo software (for work and for fun) hopefully this group can become a venue for users/developers in the PH to share skills.
