Finally, it's here: http://www.geoportal.gov.ph/ by NAMRIA (still in beta).

I like the base cartography that includes the navigational charts.
The building info is extensive.  Some areas need to be updated, like
For Bonifacio which is very near NAMRIA's main office.
You can actually see the edge where they use hires DEM (I suspect is
the LIDAR donated by AusAID) for Metro Manila.

Davao and Cebu are poorly covered.

The interface uses ArcGIS Server so you need flash (and maybe other
browser extensions) to browse the map.
