An OSM user recently edited the Phase 1 of the Tarlac-Pangasinan-La Union Expressway (TPLEx) (Tarlac to Rosario segment) from being under construction (highway=construction) to already passable (highway=motorway).
Can anybody confirm this? I tried searching on the Web but the information I got is that Phase 1 will only open this coming August 2013*. Here's where SCTex ends and TPLEx begins: http://osm.org/go/4zaiBPHB * Paunahan na lang kumuha ng GPS tracks! :-)
