Unfortunately, the license appears to be incompatible to ODbL

The opening paragraph states a unilateral condition: "DOTC can change this
Agreement at any time by posting a revised Agreement as DOTC deems
necessary" and Section X paragraph 2 specifically prohibits assignment.
