I contacted OSMand support. They confirm about services not being the same on
iPhone.
Their response :
The format of the map is the same and it is possible to internally update them,
but the functionality is not the same and parts of it are described on our blog
http://osmand.net/blog.html?id=osmand-ios.

According to the initial feedback of @Empress, an iOS user, this version
doesn't support plugins yet. That means it doesn't support data collection (you
couldn't record tracks or waypoints.)

I don't own an iPhone. Can anybody confirm if this works?
To test, please download a sample obf file from Vanuatu here:
http://wiki.openstreetmap.org/wiki/2015_03_Vanuatu_Pam_Cyclone_Response#Offline_Navigation_on_Small_Devices
And of course there are the full OSM obf files here too
