@maning All I can say is that it's a result of GIS analysis of aerial imagery, the feedback loop, and OSM data. And, we only suggest an area to look into, where roads are highly likely to be missing.
@JP Are you planning to run a survey? Do you Mapillary, or something else? Which area are you interested in? These days, we have several imagery options we can checkout for verifying these missing highways. There's also street level imagery, and GPS traces.
