I'm reviving this thread. There's a discussion on OSM Discourse about
retiring moribund mailing lists and talk-ph seems to qualify since it is
now basically just a channel to distribute the OSM Weekly newsletter.

While it's not a 1-to-1 comparison, it's quite possible to interact with
Discourse completely via email. The maintainers recently enabled creating
new threads via email alongside the existing feature to allow replies via

In any case, there is also a proposal to create an ASEAN/Southeast Asia
Discourse category if we don't decide to create a Philippine-specific
