Hello all, I'm reviving this thread. There's a discussion on OSM Discourse about retiring moribund mailing lists and talk-ph seems to qualify since it is now basically just a channel to distribute the OSM Weekly newsletter.

The maintainers recently enabled creating new threads via email alongside the existing feature to allow replies via email.
