I am still trying to calculate that. I had expected it to be better but this test data from Svalbard suggests otherwise
http://www.openstreetmap.org/index.html?mlat=77.30922210934742&mlon=22.78564612743743&zoom=8 If anyone has a good map of Svalbard with a proper scale, they might like to check out this location in JOSM, there are a number of Points (Capes) that are positioned at sea. JOSM itself is suggesting at least 1.5km for Negerdalen but I am not sure how if it accurately calculates the scale bar for the local area.
