Okay, so the city I live in, Manchester, is currently experiencing a 6 month
long rail replacement project in the city centre, during which no trams will
run and many of the roads will be closed off.

This is obviously temporary, but 6 months is a long time, so the question
is, how should this be represented in OSM?  Ideally, renderers would display
the tram tracks, but only in a very light colour (or perhaps in dashes), so
as to communicate that the line is closed.  This'd be a huge improvement on
Google, Yahoo, or indeed paper maps, which can't react as quickly.

Options as I see it:

* remove the railway=tram tags so that they disappear from the renderings.
* add a closed=yes tag, which probably wouldn't currently affect renderings
* leave as is.

One of the problems of making any changes, of course, will be remembering to
change it back when the tram line re-opens in September...

Any thoughts?
