The idea of the proposal is that only the name of the stop_area-relation gets rendered (if there is a relation). At the moment no renderer supports this.

Thanks for the above. The professional European transport model
(transmodel) allows nested stop areas and these are used extensively in
the UK bus model much of which is already loaded into OSM. I will
continue to use hierarchical stop area (as you are doing).

One can propose this feature with public_transport=stop_area_group seperately (as it was in Oxomoa). In the discussion of the public transport proposal it was not supported by most participants.
