For the licensing part, you might want to get in contact with Henk Hoff
[1] (in cc). He is based in the Netherlands and a member of the OSM
Foundation Board and of the License Working Group, thus he should be
able to speak with an "official" voice.
As for the technical aspects: to my knowledge, there is no formal
transit group; de facto, this list is the main exchange for such topics.
Maybe some of the Dutch members on this list can take over. There is
also a Dutch mailing list [2], not specifically related to public
transport but may reach a larger number of Dutch users. Henk may also be
able to provide a pointer.
Good luck with your project - I am happy to see official public
transport data being opened up to OSM.
