as I understand the wiki <http://wiki.openstreetmap.org/wiki/Public_Transport> it is a general consensus to map each variant and each direction into its own relation and to have a master relation which includes them all. However, to your concrete question about the frequency, I'm not sure if there is such a broad consensus yet. Your proposal to write informal notes seems perfectly reasonable and I would support it.
