The import stalled through a combination of the person doing it (Thomas Wood) 
going to university, people in various areas either not taking the project on 
or in some cases not wanting an import in their area due to having done the bus 
stops manually already. 

There is now the updating issue that has not been solve and ideally needs to be 
done in a semi automated fashion, as a lot of the naptan bus stops have been 
updated since the import, and it's quite laborious to constantly check. The 
automation would be to suggest a set of changes in a localised area for someone 
to review, which they then accept. Conflicts would be left to review on a case 
by case basis.

As an attempt to get a bit further with current tools to making an import and 
update easier, I've setup Andy Allan's Snapshot Server with the latest Naptan 
(of about a month ago) but didn't get the stage of linking it with Potlatch 2 
yet. A significant issue with this method is that there's no way of 
highlighting specific bus stops that have changed in the Naptan recently or are 
different to OSM. The system doesn't allow for diff updates to the list in the 
snapshot server based on what has changed since the last import into the 
Snapshot Server.
