In that case 1 relation is enough to describe the route. It will contain
some ways twice. No roles are needed on the ways. The order of the ways in
the relation matters.
In JOSM you will see double vertical line next to your ways when you're
done. The first and the last ways will close the loop with a U and upside
down U.
