Not quite as elegant, but in OSM tagging scheme this could be `capacity:conditional=20 @ peak; 10 @ offpeak`. If hours could be specified or reasonably estimated, `capacity:conditional=20 @ (07:00-19:00); 10 @ (19:00-23:00)`.
