Steve, take a peek at my talk page on the wiki [1], I've got a list of potential data sources to import into OSM. All of these are public domain last I checked. I'm slowly working through the National Hydrography Dataset right now. Unfortunately, work and the beautiful weather is getting in the way. Also, I will try and upload a generic shp -> osm converter today that uses python to pull out the nodes and ways of a shapefile and tag the ways based on the metadata offered in the shapefile. Keep your eye out for that.
